My new kit Christmas Giggle has a couple strands of Christmas Lights in it and I wanted to explain how to put both a glow on those and a shadow. So here is what I did... in this layout Visiting Santa (http://www.mscraps.com/galleri/showphoto.php?photo=44480&title=visiting-santa&cat=12)...
In Photoshop:
Duplicate light strand layer and place above original.
Fill upper light strand with a soft yellow color.
Apply a Gaussian Blur of about 45 or less. Play to get the effect you want.
Apply desired shadow to original light strand layer.
What this does is it helps pop the lights so they don't fade in to the background of your layout.
